Fire Kills 16 at Factory Making Shoes for Export
A fire tore through a shoe factory in eastern China, killing at least 16 people, and the state media said that the police on Wednesday took into custody the owners of the plant, which makes shoes for export around the world.
The blaze at the plant in Wenling was the latest in a series of deadly industrial accidents in China, casting attention on the poor occupational safety situation in the country. Last summer, 120 people were killed in a fire at a poultry slaughterhouse in northeastern China, in which blocked exits were cited as a cause of the high number of deaths.
Xinhua, the state-run news agency, said that the police took into custody Lin Jianfeng, the legal representative of the plant, and Lin Zhenjian, a shareholder of Taizhou Dadong Shoes Company. Taizhou Dadong exports shoes to five continents and employs 4,580 workers, who produce 50,000 pairs of shoes a day, according to a profile of the company.
Leading Western clothing retailers have come under increased scrutiny for workplace conditions at Asian plants that supply their products, particularly after the collapse of a garment factory in Bangladesh last year killed 1,100 workers. It could not be determined which...

Bangladeshi Factory Owners Charged in Fire That Killed 112
NEW DELHI — The police in Bangladesh charged the owners of a garment factory and 11 of their employees with culpable homicide in the deaths of 112 workers in a fire last year that came to symbolize the appalling working conditions in the country’s dominant textile industry.
The case is the first time the authorities have sought to prosecute factory owners in Bangladesh’s garment industry, so powerful that the state has long sought to protect owners from unionization efforts by workers and from international scrutiny of working conditions.
The fire at the Tazreen Fashions factory on Nov. 24, 2012, was later eclipsed by a building collapse in April that cost the lives of 1,100 workers and brought global attention to the unsafe working conditions and low wages at many garment factories in Bangladesh, the No. 2 exporter of apparel after China. The fire also revealed the poor controls that top retailers had throughout their supply chain, since retailers like Walmart said they were unaware that their apparel was being made in such factories.
Among those charged on Sunday were the factory’s owners, Delowar Hossain and his wife, Mahmuda Akther, as well as M. Mahbubul Morshed, an engineer, and Abdur Razzaq, the factory manager, according to local news reports.

Arson blamed for huge Bangladesh garment factory fire
It is feared that thousands of people could lose their jobs as a result of the blaze
Arson is being blamed for a huge fire at a garment factory in Bangladesh which makes clothes for Western brands, fire and police authorities say. The fire gutted a 10-storey building at Gazipur, 40km (25 miles) from Dhaka. Firemen are battling to extinguish flames in four adjacent buildings. No-one was reported injured in Friday's fire. Dozens Hurt in Bangladesh Garment Factory Protest
Riot police fired tear gas to battle thousands of stone-throwing garment workers who rampaged through two industrial towns in Bangladesh during a protest over wages Tuesday that closed at least 200 factories and left dozens of people injured, police said.
The protesters built roadblocks with abandoned vehicles and wooden logs in violence that highlighted the poor working conditions in an industry that earns Bangladesh $20 billion in exports yearly but whose workers are the lowest paid in the world.
Thousands of angry workers hurled stones at security forces and attacked factories in the towns of Savar and Ashulia outside the capital, Dhaka, Industrial Police Director Mustafizur Rahman said. At least 200 factories closed in the second day of the protest, and 80 people were injured over two days.
Authorities deployed hundreds of paramilitary border guards to help police fighting the protesters.
"We can't accept the wages that are being offered to us. This is not enough for us," said Kahirul Mamun Mintu, a protest leader at Savar. "Our movement will continue until our demands are met."
A government-appointed panel voted last week to raise the minimum wage for garment workers to 5,300 takas ($66.25) a month — a raise by 77 percent but still the lowest minimum wage in the world. The workers are demanding 8,114 takas ($100) instead.
Factory owners have not endorsed the proposal, arguing the proposed wage for an unskilled newcomer would increase production costs...

Retailer sandblasting bans have changed little in the garment industry
But even as Target and Gap joined Levi Strauss in proclaiming bans, sandblasting persists in factories that make those retailers' clothes in China, India, Pakistan, Egypt and Bangladesh, countries responsible for the bulk of the five billion pairs of jeans made each year, research by nonprofits, medical groups and labor organizations shows. Counterfeit jean production, outsourcing in the supply chain and vast factories that make jeans for dozens of brands under one roof make it difficult to track jeans from production to the shopping mall. But the groups say their research establishes that workers in many of these overseas factories are sandblasting -- spraying sand on denim to make it appear bleached or distressed -- without the necessary protective gear. Levi Strauss says its suppliers have removed sandblasting equipment from their factories and that it regularly conducts on-site inspections at factories. Foxconn admits labour violation at China factory
Foxconn, the world's biggest contract electronics maker, has admitted student interns worked shifts at a factory in China that were in violation of its company policies.
It had admitted to hiring underage interns at the same unit last year. Foxconn said actions had been taken to bring the factory "into full compliance with our code and policies". "There have been a few instances where our policies pertaining to overtime and night shift work were not enforced," the company said in a statement. The manufacturing giant is owned by Taiwanese group Hon Hai Precision and employs about 800,000 workers around the globe. Foxconn, while not a household name in itself for many consumers, is used by most of the big technology giants around the world, including Apple, Sony, Microsoft, HP, and Nokia. It first came under scrutiny for its labour practices when 13 employees committed suicide at its Chinese plants in 2010. The incidents raised concerns over working conditions at its units in China and drew attention to growing labour strikes. For its part, Foxconn responded by raising wages, shortening working hours and employing counsellors on site. It also installed suicide nets to factory living-quarters at its Shenzhen factory. Fashion Safety: The Tragedy Continues

Nine people have died following a fire in a Bangladesh factory renewing concerns about the safety of the country’s garment industry that supplies many of the world’s biggest retailers.
The fire broke out at the Aswad factory in Gazipur outside of Dhaka yesterday. The factory has supplied goods to Canadian retailers Loblaw, which owns Joe Fresh, according to shipping data provider ImportGenius.com. The Wall Street Journal reported Aswad had also produced clothes for Wal-Mart.
The deaths come after the devastating collapse of the Rana Plaza factory complex in Dhaka in April which killed more than 1,100 people.
The disaster led to an industry-wide move to improve safety in the country. Retailers includingPrimark, H&M, River Island and Arcadia have signed up to the Bangladesh factory safety Accord led by union IndustriALL.
By signing the Accord, retailers agreed to a legally binding pledge to contribute up to $500,000 (£325,000) a year towards rigorous independent factory inspections and the installation of fire safety measures.
Yesterday Primark, which was one of many western retailers which used a factory situated within Rana Plaza, committed to paying six months wages as compensation.
A Primark spokesman said: “Primark takes its responsibilities extremely seriously. To help alleviate short-term hardship, the company is committed to paying six months wages to more than 3,500 Rana Plaza workers, or their families, irrespective of whether they made...

Bangladesh Deploys Paramilitary in Garment Zone After Protests
Bangladesh’s government deployedparamilitary troops in the industrial belt of Gazipur to deterfurther protests as garment factories reopened after five daysof violent demonstrations.
“The situation is now relatively calm,” MostafijurRahman, additional superintendent of police for Gazipurdistrict, said in a phone interview. Television footage showedthe troops patrolling streets where workers attacked factoriesand blocked traffic earlier this week to demand wage increases. The government is acting after factory owners met HomeMinister Muhiuddin Khan Alamgir yesterday to urge tightersecurity. Doing Business in Bangladesh
The owner of a clothing factory in Dhaka, Bangladesh, was at New York University last week to meet with clothing industry executives, labor activists and American and European government officials to talk about the Bangladeshi garment industry, the world’s second-biggest exporter of clothes after China.
The workplace disasters in this business have grabbed the world’s attention, and for the past year, Western retailers that outsource their clothing production to Bangladesh have tried to come up with reforms. But there are big obstacles to improving safety in an industry driven by low profits and constant upheaval.
I met with the businessman and another factory owner; both would speak only on the condition that they not be identified because they feared offending their customers. A central problem, the first owner told me, is the rapid turnaround big retailers like Walmart demand when they put in orders for tens of thousands of T-shirts or shorts. Since his factory isn’t able to make all the garments in time, he has to send some of the work to smaller producers. “I can’t do it officially,” he said, “but unofficially, I can.”
Unauthorized subcontracting to smaller, uninspected factories is not supposed to happen, but it remains an entrenched practice. It is a primary reason safety guidelines that apply to bigger contractors have not prevented the hundreds of worker deaths in fires and building collapses in facilities like Rana...

Italian Plant’s Abrupt Shutdown Stirs a Debate
Like it or not, Italy’s labor force recognizes that the long manufacturing slump may make factory closings inevitable. But this, they say, is no way to do it.
At the start of August, the 30 workers of Hydronic Lift, an elevator components company, wished one another well and left on long-planned summer vacations. But when they returned to work three weeks later, they found the gates bolted with chains and padlocks. The company has not disclosed its plans.
“Not to be emotional, but if a worker goes on holiday with the fear that he might not come back to a job, well, that can cause serious damage to one’s peace of mind,” Alberto Larghi of the metalworkers’ trade union said. “Events like this can ruin vacations for all workers.”
It was only the latest in a headline-grabbing series of factory closures in Italy that the metalworkers’ union, FIOM-CGIL, which represents the workers at Hydronic Lift, denounced as the “popular sport among businessmen in the summer of 2013: transforming the summer shutdown into a definitive termination, with no forewarning, taking advantage that the employees are absent.”
Summer sport is a bit of an overstatement; there have been only a handful of cases, including a factory near Modena where the boss moved the production line for electronic components to Poland under the cover of the August doldrums. $30.4 Million Verdict in Popcorn Flavoring Lawsuit
A jury in the Chicago area awarded a local factory worker $30.4 Million for a pulmonary illness resulting from exposure to popcorn flavoring, diacetyl. The verdict is considered to be largest ever in the US for an individual claim involving a chemical used to flavor popcorn.
