A Reference Guide for Controlling Health Hazards to Hospital Workers

The bad news is that hospital workers have extremely high injury rates compared to other occupations.

The good news is that there are many practical and proven ways to avoid these injuries. A supplemental issue of New Solutions: A Journal of Environmental and Occupational Health Policy offers a new free report that describes over 30 health hazards to hospital workers and over 150 ways to avoid them.

In Controlling Health Hazards to Hospital Workers: A Reference Guide, specialists in occupational medicine from the United States and India describe ways to control everything from anesthetic gases to X-rays.

Hazards addressed include lifting and other ergonomic hazards, communicable diseases, hazardous drugs, chemicals, radiation, violence, stress and shift work. The researchers have summarized the literature on controlling these hazards by engineering means such as ventilation, shielding, automation, and administrative changes in procedures.

Each section describes the hazard, the literature on controls and internet resources where the reader can find more information. There are also general tips about identifying hazards and setting priorities.

The Mount Sinai School of Medicine and the New York State Nurses Association have made this supplemental issue of New Solutions (Baywood Publishing) available for free in order to reach healthcare professionals and hospital workers around the world. “It will be great for hospitals to have all this information in one resource guide,” said Professor Somashekhar Nimbalkar, one of the authors. “We will be sure to send it around to every hospital in India.”

OSHA Releases New Resources to Help Employers Protect Workers from Hazardous Chemicals

From steel mills to hospitals, from construction sites to nail salons, hazardous chemical exposure is a serious concern for countless employers and workers in many, many industries, in every part of this nation.
American workers use thousands of chemicals every day. And every year, tens of thousands of workers are made sick or die from occupational exposures to hazardous chemicals.
Many people think that the workplace exposure standards set by the Department of Labor’s Occupational Safety and Health Administration protect workers from the more hazardous of these chemicals, but the truth is that, for many of these chemicals, OSHA’s standards are out-of-date or inadequately protective. Even more, many chemicals are not covered by a specific OSHA regulation.
We recognize this and are developing new ways to approach the problem of workplace exposure to hazardous substances.
To help keep workers safe, OSHA recently launched two new chemical safety resources. The Transitioning to Safer Chemicals Online Toolkit provides employers and workers with information, methods, tools and guidance in eliminating hazardous chemicals or using safer chemical substitutions in the workplace. Study: Workers with disabilities paid 10% less

Workers with disabilities are paid about 10% less than other workers in similar jobs, and 8% less in total compensation, including wages, health insurance and vacation time, according to a new Cornell University study.
Research by Cornell's School of Industrial and Labor Relations found that people with disabilities are more likely to opt for jobs that pay lower wages but offer strong benefit packages.
"So you might imagine someone taking a job for $40,000 with health insurance or a job for $60,000 without health insurance," Kevin Hallock, director of the Institute for Compensation Studies at Cornell, said during a presentation at a conference on disability employment Wednesday in Arlington, Va.
Workers with disabilities also are overrepresented in manual labor jobs and underrepresented in white-collar fields. The study found transportation, production, and office and administrative support were among the top occupations where people with disabilities were employed.
Skilled jobs, including management, business and finance occupations, employed the lowest number of people with disabilities.
The Cornell research has some limitations: Only full-time male workers were surveyed to determine wage gaps because researchers wanted to isolate a similar group of individuals without introducing other variables such as gender.

California To Regulate New Home Care

Injured workers have been receiving home health care at increased rates as hospitals and rehabilitation cnters are releasing recuperating workers quickly under discharge protocols. Today's post is shared from the NY Times.

California has become the latest state to tighten oversight of home health agencies that provide custodial care — help with bathing, dressing, toileting and other basic tasks — to older adults and people with disabilities.

Gov. Jerry Brown on Sunday signed the Home Care Services Consumer Protection Act of 2013, which will require agencies to conduct background checks on workers, provide five hours of training, list aides in an online registry and obtain a license certifying their compliance with basic standards. Home health agencies had opposed the bill’s training and background check requirements.

The governor vetoed a similar bill last year; this year’s version dropped a requirement that aides hired from referral agencies or directly by seniors get background checks and be listed in the online registry. Mr. Brown also asked for a delay in putting the legislation in place until January 2016.

Critics have long argued that the home care industry has been too lightly regulated. According to a new study in the Journal of Applied Gerontology, only 15 states require training for home care workers or on-site supervision of their activities. Altogether, 29 states mandate that agencies be licensed.

Kaiser Permanente, Unions Launch New Employee Wellness Program

Kaiser Permanente and the 29 unions that represent its employees in California and eight other regions have teamed up to offer incentive payments to groups of workers who improve their health, the Sacramento Bee reports.

Details of Program

Under the voluntary program, Kaiser's 133,000 workers could earn up to $500 each if participants in their region collectively:
All employees -- even those who choose not to participate -- will be eligible for payouts if:
  • 75% of workers in their region complete an online health survey, which would earn $150 incentive payments for all employees in that region;
  • 85% of workers in their region update their baseline screenings for weight, smoking, cholesterol and blood pressure, which would earn $150 payments for all workers in that region; and
  • There is an average 1.7% improvement and no declines across such measures by December 2014, which would earn $200 for all employees in that region.
The program does not apply to doctors, dentists and executives, but it does include both union and non-union employees.
Kaiser will issue all payouts in 2015. The total cost of the program could reach $66.5 million, according to the Bee.
