Welcome to OSHA's Campaign to Prevent Heat Illness in Outdoor Workers

HEAT ILLNESS CAN BE DEADLY. Every year, thousands of workers become sick from exposure to heat, and some even die. These illnesses and deaths are preventable.
OSHA's nationwide Heat Illness Prevention Campaign aims to raise awareness and teach workers and employers about the dangers of working in hot weather and provide valuable resources to address these concerns. Begun in 2011, the Heat Illness Prevention Campaign has reached more than 7 million people and distributed close to half a million fact sheets, posters, quick cards, training guides and wallet cards. OSHA is again joining with other federal and state agencies and non-governmental organizations to spread the word about preventing heat illness. For example, OSHA is continuing its partnership with the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service to include worker safety precautions in their Excessive Heat Watch, Warning, and Advisory Products.

Sugar Plant Removed Safety Device 13 Days before Temp Worker’s Death

Inside the sugar plant in Fairless Hills, Pa., nobody could find Janio Salinas, a 50-year-old temp worker from just over the New Jersey border.

Throughout the morning, Salinas and a handful of other workers had been bagging mounds of sugar for a company that supplies the makers of Snapple drinks and Ben & Jerry's ice cream. But sugar clumps kept clogging the massive hopper, forcing the workers to climb inside with shovels to help the granules flow out the funnel-like hole at the bottom.

Coming back from lunch that day in February 2013, one employee said he had seen Salinas digging in the sugar. But when he looked back, Salinas was gone. All that remained was a shovel buried up to its handle. Then, peering through a small gap in the bottom of the hopper, someone noticed what appeared to blue jeans.

It was Salinas. He had been buried alive in sugar.

As harrowing as the accident was, federal safety investigators recently discovered something perhaps even more disturbing: A safety device that would have prevented Salinas' death had been removed just 13 days before the accident because a manager believed it was slowing down production.

Rick Perry, Texas and A Record of High Worker Fatalities and of Weak Benefits

Texas does not mandate workers' compensation coverage and injured workers. The difficulties with such a program are highlighted in a report shared from the NYTimes.com If Rick Perry runs for President in 2016 the system maybe promoted for national adoption.

Almost anywhere in the vast Lone Star State, one can find evidence of the “Texas miracle” economy that policy makers like Gov. Rick Perry have talked about in their political speeches.

The hot economy, they say, is the result of their zealous opposition to over-regulation, greedy trial lawyers and profligate government spending.

But state leaders have rarely mentioned the grim side of the workplace: Texas has led the nation in worker fatalities for seven of the last 10 years, and when Texans get hurt or killed on the job, they have some of the weakest protections and hardest-to-obtain benefits in the country.

Texas is the only state that does not require private employers to carry workers’ compensation insurance or a private equivalent, so more than 500,000 workers — about 6 percent of the work force — receive no occupational benefits if they are injured on the job. On-the-job injuries can leave them unable to work, and with little recourse.

More than a million Texans are covered by private occupational insurance from their employers. Those plans are not regulated by the state but are often written to sharply limit the benefits, legal rights and medical options of workers. Employers, however, say their workers often get quicker and better care under the private plans.

There Are 1,401 Uninspected High-Risk Oil and Gas Wells. Here's Where They Are.

In May, the Government Accountability Office estimated that an even larger share of new wells on federal land—57 percent—were not inspected. While the revised 40 percent figure, which was first reported by the Associated Press, is lower, it's "still not a very good number," acknowledged BLM spokesperson Bev Winston.

Between 2009 and 2012, the BLM tagged 3,486 new oil and gas wells as "high-priority," meaning they are deserving of special scrutiny because of their proximity to ecologically sensitive areas like watersheds and forests, or because they tap into geologically volatile formations that increase the likelihood of an explosion or toxic gas leak. The data includes both conventional and unconventional wells and does not indicate how many of the wells were hydraulically fractured, or fracked.

"We're scattered, and you can't be everywhere at once," a top BLM official said.

According to the GAO report, the agency's own rules call for all high-priority wells on federal and Native American land to be inspected during the drilling stage. That's the only time when key facets of a well's construction—whether the well casing is properly sealed, or whether a blowout preventer is correctly installed, for example—can be adequately inspected. Once the well is drilled, retroactive inspection becomes difficult or impossible, according to a BLM engineer.

Amazon Being Investigated for Worker’s Death at U.S. Warehouse

The Occupational Safety and Health Administration is currently looking into the recent death of a worker in an incident at an Amazon warehouse, it revealed in a press release yesterday. The incident occurred on June 1 at an Amazon fulfillment center in Carlisle, Pa., the agency said.

The Associated Press reported that the deceased is Jody Rhoads, a 52-year-old woman who was killed when machinery she was operating to move pallets crashed into shelving and pinned her.

“Our thoughts and prayers go out to Jody’s family and loved ones,” an Amazon spokeswoman said. “We are actively working with OSHA to investigate this tragedy.”

Separately, OSHA yesterday issued its findings on the investigation into the work conditions surrounding the death of 57-year-old Ronald Smith, who died in December after being crushed my machinery at a New Jersey sorting facility owned by Amazon but operated by a separate company.

Five companies were cited for violations related to Smith’s death, but Amazon wasn’t one of them. One was Genco, the logistics company hired by Amazon to manage the facility as well as four staffing agencies, including one called Abacus that employed Smith. The four staffing agencies each face penalties of $6,000 — yes, only $6,000 — for “failure to perform a hazard assessment of the facility before assigning employees to determine if hazards existed.”

How the West Virginia Spill Exposes Our Lax Chemical Laws

The West Virginia chemical spill that left some 300,000 people without access to water has exposed a gaping hole in the country's chemical regulatory system, according to environmental experts.
Much the state remains under a drinking-water advisory after the spill last week into the Elk River near a water treatment facility. As much as 7,500 gallons of the chemical 4-methylcyclohexane methanol, which is used in the washing of coal, leaked from a tank owned by a company called Freedom Industries.
A rush on bottled water ensued, leading to empty store shelves and emergency water delivery operations. According to news reports, 10 people were hospitalized following the leak, but none in serious condition.
The spill and ensuing drinking water shortage have drawn attention to a very lax system governing the use of chemicals, according to Richard Denison, a senior scientist at the Environmental Defense Fund who specializes in chemical regulation. "Here we have a situation where we suddenly have a spill of a chemical, and little or no information is available on that chemical," says Denison.

What Do We Know About the Chemical That Just Spilled in West Virginia?

The chemical that leaked yesterday into a West Virginia river "hasn't been studied very well," says Deborah Blum, a New York Times science columnist who specializes in reporting on chemistry.
A state of emergency was declared for nine West Virginia counties yesterday after a chemical called 4-Methylcyclohexane Methanol spilled into the Elk River. The chemical is "used to wash coal of impurities," according to the Times.
The chemical leaked from a holding tank owned by a company called Freedom Industries, according to West Virginia American Water, a water company operating in the region. At present, the nine counties are under a "do not use" advisory from West Virginia American Water, and residents there do not know when they will be able to turn on their taps.

Tips To Protect Workers In Cold Environments

Prolonged exposure to freezing or cold temperatures may cause serious health problems such as trench foot, frostbite and hypothermia. In extreme cases, including cold water immersion, exposure can lead to death. Danger signs include uncontrolled shivering, slurred speech, clumsy movements, fatigue and confused behavior. If these signs are observed, call for emergency help.
OSHA's Cold Stress Card provides a reference guide and recommendations to combat and prevent many illnesses and injuries. Available in English and Spanish, this laminated fold-up card is free to employers, workers and the public. Tips include:
How to Protect Workers
  • Recognize the environmental and workplace conditions that may be dangerous.
  • Learn the signs and symptoms of cold-induced illnesses and injuries and what to do to help workers.
  • Train workers about cold-induced illnesses and injuries.
  • Encourage workers to wear proper clothing for cold, wet and windy conditions, including layers that can be adjusted to changing conditions.
  • Be sure workers in extreme conditions take a frequent short break in warm dry shelters to allow their bodies to warm up.
  • Try to schedule work for the warmest part of the day.
  • Avoid exhaustion or fatigue because energy is needed to keep muscles warm.
  • Use the buddy system - work in pairs so that one worker can recognize danger signs.

OSHA Warns Workers About Cold Stress

Cold weather illnesses and injuries are compensable under the workers' compensation act. Today's "cold weather post" is shared from OSHA:

During emergency response activities or recovery operations, workers may be required to work in cold environments, and sometimes for extended periods. Cold stress is a common problem encountered in these types of situations. The following frequently asked questions will help workers understand what cold stress is, how it may affect their health and safety, and how it can be prevented.

How cold is too cold?

When the body is unable to warm itself, cold related stress may result. This may include tissue damage and possibly death. Four factors contribute to cold stress: cold air temperatures, high velocity air movement, dampness of the air, and contact with cold water or surfaces. A cold environment forces the body to work harder to maintain its temperature. Cold air, water, and snow all draw heat from the body. Wind chill is the combination of air temperature and wind speed. For example, when the air temperature is 40°F, and the wind speed is 35 mph, your exposed skin receives conditions equivalent to the air temperature being 11° F. While it is obvious that below freezing conditions combined with inadequate clothing could bring about cold stress, it is also important to understand that it can also be brought about by temperatures in the 50's coupled with some rain and wind.

How does the body react to cold conditions?

When in a cold environment, most of your body's energy is used to keep your internal temperature warm. Over time, your body will begin to shift blood flow from your extremities (hands, feet, arms, and legs) and outer skin to the core (chest and abdomen). This allows exposed skin and the extremities to cool rapidly and increases the risk of frostbite and hypothermia. Combine this with cold water, and trench foot may also be a problem.

What are the most common cold induced problems?

Hypothermia, Frostbite, and Trench Foot.

What is Hypothermia?

Hypothermia which means "low heat", is a potentially serious health condition. This occurs when body heat is lost faster than it can be replaced. When the core body temperature drops below the normal 98.6° F to around 95° F, the onset of symptoms normally begins. The person may begin to shiver and stomp their feet in order to generate heat. Workers may lose coordination, have slurred speech, and fumble with items in the hand. The skin will likely be pale and cold. As the body temperature continues to fall these symptoms will worsen and shivering will stop. Workers may be unable to walk or stand. Once the body temperature falls to around 85° F severe hypothermia will develop and the person may become unconscious, and at 78°, the person could die.

Anyone working in a cold environment may be at risk for cold stress. However, older people may be at more risk than younger adults, since older people are not able to generate heat as quickly. Certain medications may prevent the body from generating heat normally. These include anti-depressants, sedatives, tranquilizers andothers.
